Since joining LBAC in January, 2005, Mr. Clark’s practice has consisted almost exclusively of the defense of public entities and/or employees in civil rights-related matters. Although Mr. Clark has broad experience in this arena (including the defense of excessive force and racketeering claims), Mr. Clark’s current practice largely focuses on class actions related to conditions of confinement in the Los Angeles County jail system. Mr. Clark’s practice also involves the defense of claims under the Americans with Disabilities Act (and corresponding state statutes) involving both the jails and the County of Los Angeles as a whole. In these and other areas, Mr. Clark has prepared and argued dispositive motions, taken and defended dozens of depositions, and has represented public entities and individuals in many settlement conferences, mediations, and other proceedings.

Education and Other Experience
After graduating from the University of Southern California with a Bachelor’s of Arts in Political Science, Mr. Clark obtained his Juris Doctorate in law from Southwestern University School of Law. Before attending Southwestern, Mr. Clark worked as a law clerk for the Los Angeles County Department of Children and Family Services, assisting County Counsel with handing child welfare cases.

In addition to trial court experience, Mr. Clark is an active appellate attorney who has successfully briefed and argued several matters to the Ninth Circuit Court of Appeals. Such cases include Avalos v. Baca, Ninth Circuit Case No. 07-56511 (in which the Ninth Circuit, in a published opinion, affirmed the grant of summary judgment to the Los Angeles County Sheriff’s Department on claims based on allegedly coerced settlements from inmates and over-detentions in County jail) and Curry v. Baca, Ninth Circuit Case No. 08-55476 (in which the Ninth Circuit affirmed the grant of summary judgment to the Sheriff’s Department and several personnel on Plaintiff’s claims of excessive force and racketeering activity).

Mr. Clark has been named several times as one of the top young lawyers in California in the Southern California Super Lawyers – Rising Stars Edition.
